With a career spanning over 30 years, Andy has created revolutionary software, served as IT Director and Principal Technology Advisor at Georgia Superior Court Clerks Cooperative Authority, and has played an instrumental role in the development of three successful IT and cybersecurity businesses. As a thought leader and visionary technologist, he has left an everlasting mark on information technology services across Georgia's public sector domain.

Today, he is frequently called upon as a subject matter expert by policy leaders, administrators, government agencies, and educational institutions to drive efficiency, enhance service delivery, and empower communities through technology.

Milestones That Matter

From early programming experiments to transforming Georgia's technological landscape, each milestone represents a step toward making technology more accessible and impactful.

1986

Discovered his passion for technology and wrote his first computer program while in an experimental elementary school gifted program in 4th grade.

1995

Enrolled at Georgia Tech as a student and began a professional career working on the EDI Technical Support Helpdesk.

1996

Developed a remote access solution for EDI employees for use during the 1996 Summer Olympic games and beyond.

1997

Develops first-ever email server for the Georgia Superior Court Clerks Cooperative Authority, custom-built by hand, including the Authority's first "always on" high-speed internet connection and website.

1998

Modernized legacy systems and evaluated an RFP for the upcoming Statewide Deed Index System as a Systems Development Specialist contractor to GSCCCA. This was instrumental in the early development of the resulting statewide imaging system.

2002-2024

Served as IT Director for the GSCCCA, overseeing the astounding growth and development of the IT products and services which it offered.

Formed Replitek, a provider of highly specialized and targeted software solutions.

2007

Created VaultTek, an enterprise level, multi-tiered data protection solution.

2010

Created JusticePath, a trade name of Replitek that specializes as a digital signage and information sharing solution.

2017

Created Virtual Microfilm, an archives compliant document storage, viewing, and retrieval system.

Becomes owner and operator of Millennium Information Tek.

2024

Appointed Principal Technology Advisor at GSCCCA.

2025
